Board Meeting Minutes – 06/18/21

Meeting was called to order at 10:00a.m. Pledge was said. Present were Susan Wonderly, John Shewalter, Janice Painter, Bill Newyear, Dave Ochenreider, and Brian Shoemake. Guests present were Amy Bruno, Alysha Wogee, Leo Blundo, and Shanna Gibbons (via Zoom for the first 20 minutes of meeting).

Introductions: The meeting attendees went around and introduced themselves.

Approval of Agenda/Consent of agenda: Janice Painter was the first to approve the Agenda as written and Bill Newyear seconded the motion and the motion carried.

Public Comment: None.

Approval of Minutes from 5/17/21 meeting: John Shewalter made a motion to accept the minutes of the previous meeting; Janice Painter seconded and the motion carried.

Treasurer’s Report: (attached) Susan noted that the current report is attached and it was reviewed. 

Vouchers were signed by board members that were present.

Librarian’s report: Susan discussed the Librarian’s Report (attached). 

Emergency Items: John Shewalter made a motion to open the topic of electing officers for the board. Dave Ochenreider elected John Shewalter as chair and Brian made a second. The board voted and the motion was passed as John Shewalter being appointed as Chair. John Shewalter elected Brian Shoeamke as Vice-Chair, Dave Ochenreider seconded, the board voted and the motion passed as Brian Shoemake being appointed as Vice-Chair. John Shewalter made a motion to elect Bill Newyear as Secretary, Dave Ochenreider seconded the motion, the board voted and the motion passed as Bill Newyear being Secretary.

John Shewalter made a motion to move into a closed session, Dave Ochenreider seconded the motion, the board voted and the motion carried. 

John Shewalter asked that anyone that was not a board member to leave the room.

The meeting was opened back up to the public.

John Shewalter made a motion to appoint Shanna Gibbons as acting director until a new director has been hired. Brian Shoemake made a motion to accept and Dave Ochenreider seconded the motion and the motion carried.

John Shewalter announced that during the closed meeting Janice Painter and Bill Newyear both resigned.

Review of Current Hours and Services: Hours were reviewed and no changes were made at this time. 
Susan Wonderly came in and asked for paperwork regarding her leave and was told her she would get it at a later time.

Board Member/Director Comments: A brief discussion about adding unspecified agenda items by Dave Ochenreider was mentioned and he was told he could email the request.

Possible Action; Closure of meeting: John Shewalter tabled the discussion of Closure of meeting, pursuant to NRS 288.220.

Interview Candidates for Director’s position: Brian Shoemake made a motion to interview candidates, Dave Ochenreider made a second and the motion carried. There was a discussion about what interview questions were going to be used and Amy Bruno provided a list of question that were used in the first interview. John Shewalter then asked Alysha Wogee if she would like to also interview, and she declined.

Candidate Manda Smith-Collins was made aware that she was being recorded and filmed. She was interviewed by the library board and was told someone would be in contact with her. Amy Bruno showed Manda the new computer system and was asked how she previously scored on her first interview. She shared what she personally scored each candidate.

John Shewalter asked to return to closed session meeting and all guests were asked to step out.

MEETING RECESSED

June 22, 2021 meeting continuance from June 18, 2021. Meeting re-opened at 5:07pm

In attendance were John Shewalter, Brian Shoemake, and Dave Ochenreider. Shanna Gibbons was a guest.

John Shewalter played a message from David Tulanian stating that he declined the interview for the library Director position due to family issues.

Discussion and Deliberation: Dave Ochenreider made a motion to open the discussion and John Shewalter seconded it and the motion carried.

Brian Shoemake and Dave Ochenreider both agreed that they were impressed with Manda Smith-Collins as candidate. John Shewalter suggested the item be tabled and the job position be reposted. Shanna Gibbons spoke and expressed her feelings on getting a new Director hired as soon as possible because she is not trained to take over as Director and had not been shown how to do the duties of director. 

The board discussed hiring Manda Smith-Collins. Dave Ochenreider made a motion to hire Manda Smith-Collins, Brian Shoemake seconded the motion and the motion carried.

John Shewalter made a motion to open the discussion of salary for Manda Smith-Collins, Brian Shoemake seconded the motion and the motion carried.

The board discussed the possible salary for Manda Smith-Collins for the range of $45,000 and $55,000. 

John Shewatler made a motion for the salary to start at $45,000. Both Dave Ochenreider and Brian Shoemake voted nay and the motion did not carry.
Dave Ochenreider made a motion to start the salary for Manda Smith-Collins at $48,000, Brian Shoemake seconded the motion and the motion carried. John Shewalter was a nay.

2nd Public Comment: None.

Adjournment: John Shewalter made a motion to adjourn the meeting, and Brian Showmake seconded, and the motion carried.  Meeting adjourned at 6:10 pm. 

Next meeting: No next meeting date or time was mentioned.
