Adopt or amend and adopt final budget for 2023-2024.  Dave O-1st, Mounts 2nd,  McArthur hands out new budget binders.  Copies of tentative budget. There are changes, those numbers may not be present

Page 8 tentative budget meets requirements, increase expenditures by 23% Book mobile -Operating transfers out $500K, No change on friends of library,
Page 10 Transfer $500k from general budget to book mobile,  This is authorization . Another step must be completed to finalize it,  Spend $80k annually,
Page 11 Carry over funds is $757,940 for 2024 - Capital Improvement Funds $757,940-final. $204,183 Outlay if we spend it, it will carry over. Could adopt tentative budget or the final budget. Final page has consolidated total
Page 8 Operating expenses exceeds revenues?-No. $1,143,063 expenditures.  $34,292 contingency,  We can use it f needed. Board must vote to do so.
May 31st.  Changes must be made by this date.  No questions by board. Kunzi-Min. End fund balance. Dave O comfortable with  budget to include 23%
PUBLIC COMENT:  Kansas Hunt- Doesn’t have updated budget.  Pg 8 continued 3 %, Her sheets say $22,000
Page 11 There’s an omission with lighting project.
Page 10 $500,000 to be transferred is there. Last page whole summary, no subtotals on her page.  Shewalter paused meeting, says Shanna will get copies.  Public wants correct copies.  Some negativity, comments directed to Board & not Mr. McArthur. Dave O wants to continue but had to pause recorders,, Cant continue until copies are made.  Hunts time paused.
Turning on recorders 27 min. 23 secs.  Recall to order: 10:41.  Hunt resumed-expenditures 23% on H,R. Happy for it, Facility upgrade. Strategic upgrades we need to know what the needs are. Any plan document on maintenance over time. Told it was online, but couldn’t find it.  Sent and email, no response
Shewalter 5 year plan is online.
Hunt-Physical operating plans. Plan running commercial space.  What needs to be done for Maintenance? Paint, HVAC etc.

Dan M-text from office.  Need to correct something, Page 8 Service and Supplies $316,000 instead of $259,000.  23% included $1,878,391 ending fund balance
Dave O-Expenditures exceed fiscal year. Budget-Yes. Lots of money in Cap Improvements plan when taken over.  Thermo stats from outside to inside.  Hired new HVAC company that doesn’t do that. *Woefully under paid staff. Motion to adopt budget-Shewalter 1st, Morris 2nd. Passes 4-0 one absent
Withdrawl have to amend Dan Mac brought up re open #7. Motion to amend and adopt- Shewalter 1st, Dave O 2nd. Passes 4-0
#8 Matt Morris to head quarterly maint report with HVAC.  Mounts 1st Dave O 2nd. Kunzi- Come to board for final approval, Shewalter Yes.
PUBLIC COMMENT: Hunt bid out or ??, Shewalter-already bid out, Mounts-Matt is best person for this, Dave O agrees Matt is best to oversee.  Shewalter worried what would be to repost this passes 4-0

#9-Transfer $500,000 from general fund to bookmobile fund Dir. to forward to Nye Comptroller Dave 0 1st Morris 2nd. Public comment-none Board Comment-Shewalter finalizes ability  to start booklmobile. 4-0 passes
