Board Meeting Minutes – 07/16/21

Meeting was called to order at 10:03a.m. Pledge was said. Present were John Shewalter, Dave Ochenreider, Brian Shoemake and Shanna Gibbons. Guests present were Barbara Weider, Alysha Wogee, Tod Colegrove (via Zoom).

Approval of Agenda/Consent of agenda: Brian Shoemake was the first to approve the Agenda as written and Dave Ochenreider seconded the motion and the motion carried.

Public Comment: The Carson City Library director and NLA president, Tod Colegrove, zoomed in to speak about some upcoming available grants for Nevada libraries. 

Approval of Minutes from 6/18/21 meeting: Brian Shoemake made a motion to accept the minutes of the previous meeting; Dave Ochenreider seconded and the motion carried.

Treasurer’s Report: (attached) Shanna Gibbons and Carol Runde are working together with the counties finance department, in order to get the bills paid and vouchers ready. 

Vouchers were signed by board members that were present.

Librarian’s report: Shanna Gibbons discussed the Librarian’s Report (attached). 

Emergency Items: None.

Discussion to return to pre-covid hours and days of operation: No changes were made. Brian Shoemake made a motion and Dave Ochenreider seconded.

Discussion and deliberation to adopt the covid policy approved by the BOCC on June 15, 2021: Brian Shoemake make a motion to accept and then John Shewalter seconded. The motion carried.

Discussion and deliberation to form a committee to develop a Trustee Handbook to be issued to each board member: John Shewalter put together his own Trustee Handbook. State Library Trustee Manuals were handed out to the new members. A committee was still formed, the motion was made by Dave Ochenreider and Brian Shoemake seconded. 

Discussion and deliberation to reopen the Library Directors search to comply with the statutes and policies for appointment: The job description was debated and they came to an agreement on how it should be worded on the job description. Dave Ochenreider motioned to accept the changes and John Shewalter seconded.

Discussion and deliberation to form a committee to review Director applications and report to the board at the August 9, 2021 meeting: They scheduled a special meeting to be held on August 18, 2021 at 5:00 p.m. The committee will review Library Director applications and select candidates for interview. Background checks will be conducted before selecting a candidate. 

Discussion and deliberation to change the monthly board meeting time to 5:00 p.m. to increase public attendance at meetings: There was a debate concerning to move the time to 5:00, there was disagreement and there was a motion to change the time to 3:00 p.m. John Shewalter wanted to table the decision until next meeting, but Ochenreider and Shoemake wanted to get the decision over with now. The motion to change the board meeting time to 5:00 failed and so the meeting time will remain the same for now; 10:00 a.m. on the second Monday of each month.

Discussion and deliberation to suspend “zoom” now that meetings are again open to the public: There was a motion to suspend Zoom, Brian Shoemake said “nay,” while John Shewalter and Dave Ochenreider said “yay.” The majority vote carried to suspend Zoom for the public. Only special guests who cannot attend in-person meetings are welcomed to use it.
Discussion and deliberation to temporarily adjust Shanna Gibbons and Carol Runde pay for additional workload until the next Director is appointed: There was a discussion to approve the additional pay for Gibbons and Runde, to which the board approved. Additional employees were inferred, Alysha Wogee and Barbara Weider who are also taking on additional work. A discussion was held on how to fairly divide up the money between each employee. Back pay will be in effect as of July 1, 2021. Brian Shoemake made a motion to accept the decision and John Shewalter seconded.  

Discussion and deliberation to update the PCL Board member plaque to add member names not listed: Dave Ochenreider made a motion to accept and John Shewalter seconded. Gibbons was asked to see whose names are not listed and to contact the company who does it to get those names added to the plaque. 

GENERAL PUBLIC COMMENT: Tod Colegrove thanked the board for allowing him to sit in and appraised the Pahrump Community Library staff for their hard work. 

Trustee/Director Comments: Shanna Gibbons feels the staff has done a great job during these stressful times. Everyone is pitching in as much as they can and helping when needed. 

Adjournment: John Shewalter made a motion to adjourn and Brian Shoemake seconded. Meeting ended at 1:09 p.m.

Closed for Renovations

We will be closed from December 16th, until the renovations are complete in the Spring of 2025. You can check out digital e-books and audio books using the Libby app on digital devices. Kanopy, a new streaming service is available to watch for free. The Kanopy app can be downloaded to smart T.V.s, mobile devices and desktops. Learn a new language for free using the Rosette Stone database. All of these services require a library card. All fines for overdue items will be waived if they are checked out and due after our closing date. The drop box will be open on most days, but will be closed from time to time if work is being done in that room. We can’t wait to have a re-grand opening in the Spring!
