1. Call to Order

Meeting called to order at 10:03 am.

2. Members Roll Call

In Attendance: Secretary Kelly Green, Trustee Matthew Morris, Trustee Dee Mounts, Vice Chair Runion, Chair Shewalter

Also Present: Senior Deputy District Attorney Michelle Nelson, Commissioner Frank Carbone, Director Vanja Anderson, Assistant Director Shanna Gibbons, Department Heads

Vice Chair Runion led the Pledge of Allegiance.
4. Trustee/Director/Liaison Comments: - This item is limited to announcements or topics/issues proposed for future workshops, committees and agendas.

Commissioner Frank Carbone says have a great week.

Director Anderson has no comments.

5.    Approval of May 20, 2024 Agenda (Non-action item)
Without objection, the May 20, 2024 agenda is approved.

6.    GENERAL PUBLIC COMMENT: * (Action will NOT be taken on matters considered during this period until specifically included on an agenda as an action item.)
There is no public comment. With no public comment, item 6 is closed.
7.    For Possible Action: Public Hearing – discussion and deliberation to adopt or amend and adopt the Final Budget for Fiscal Year 2024-2025 for the Pahrump Community Library District.
Chair Shewalter will be standing in Mr. McArthur’s place.
He says the library district has four funds: the General Fund, Pahrump Friends of the Library Fund, Bookmobile Fund, and Capital Projects Fund.
Chair Shewalter reads the figures from these funds from Mr. McArthur’s report as found in the backup beginning on page 8.

Vice Chair Runion has no comments.
Chair Shewalter has no comment. He asks Director Anderson if she has any comments.
Director Anderson says regarding salaries, COLA raises coming in a few months should be covered. Chair Shewalter says those can be adjusted if necessary. The budget must be approved by the library board by May 31, 2024 and filed with the Board of Taxation by June 3, 2024.
Chair Shewalter makes a motion to adopt the Final Budget for Fiscal Year 2024-2025 for the Pahrump Community Library District.
Vice Chair Runion seconds.
There are no more comments.
Chair Shewalter calls the question.
The measure passes 5-0.
8.    For Possible Action: Discussion and deliberation to (1) approve, amend and approve, or reject the Maintenance Services Agreement between The Pahrump Community Library and Gunny’s Air Conditioning and Plumbing for the quarterly service and inspection of the heating, ventilation and air conditioning (“HVAC”) system, and (2) Execute the Agreement.
Senior Deputy District Attorney Michelle Nelson says she noticed the agreement is not in the backup. She asks if the board has a copy of the agreement and says the public also needs a copy and asks that the board make a motion to accept the maintenance service agreement as additional backup.
Chair Shewalter makes a motion to accept as additional backup the maintenance service agreement.
Secretary Green seconds the motion.
There is no public comment.

Chair Shewalter calls the question.
The measure passes 5-0 with the maintenance service agreement accepted as additional backup.
Chair Shewalter calls a 5 minute recess give everyone a chance to review the maintenance service agreement since it wasn’t in the backup.
Chair Shewalter reconvenes the special meeting of the Pahrump Library District May 20, 2024 at 10:20 am.

Chair Shewalter asks Trustee Morris if he is happy with the agreement. Trustee Morris says he thinks Gunny’s could have a good relationship with the library.
Chair Shewalter makes a motion to 1) approve the Maintenance Services Agreement between The Pahrump Community Library and Gunny’s Air Conditioning and Plumbing for the quarterly service and inspection of the heating, ventilation and air conditioning (“HVAC”) system, and (2) Execute the Agreement.
Morris seconds the motion.
Chair calls question to approve.
The measure passes 5-0.
Chair Shewalter says the agreement is approved and asks Director Anderson to draw a check to accompany Trustee Morris for signature to execute the agreement. Chair Shewalter says he doesn’t want to use petty cash, and Director Anderson states that the only checks we have are from petty cash.
9.    Continued from the May 13, 2024 Pahrump Library District Board of Trustees Meeting: For Possible Action: Discussion and deliberation (1) regarding the status, implementation, logistics and Library policies for the June 6, 2024 field trip to Ash Meadows National Wildlife Refuge, (2) to approve, amend and approve, or reject the Interlocal Agreement for Bus Services for the Nye County School District to provide bus services for the Library’s June 6, 2024 field trip to Ash Meadows National Wildlife Refuge; and     (3) Execute the Interlocal Agreement.
There is no public comment.

Trustee Morris has no comments.
Trustee Mounts has no comments.
Vice Chair Runion has no comments.
Chair Shewalter asks whether we got everything covered that was discussed in the last meeting regarding risk management assessment, insurance assessment, and legal assessment.
Director Anderson says the trip has been canceled.
Chair Shewalter says he is sorry to hear that.
Director Anderson says she talked to Alysha and decided there is no way to have all parents complete background checks.
The item dies for lack of a motion.
10.    Trustee/Director/Liaison Comments: This item is limited to announcements or topics/issues proposed for future workshops, committees, and agendas.
Commissioner Frank Carbone says this was a great meeting. The budget looks great. It looks like you have a sufficient amount of funds to run the library. He says his comment on petty cash is he thinks you need a good policy on petty cash.
Chair Shewalter says we are working on that and thanks him for his comments.
Secretary Green has no comments.
Trustee Morris has no comments.
Trustee Mounts has no comments.
Vice Chair Runion has no comments.
Chair Shewalter asks Director Anderson to pull together all petty cash and education reimbursement documentation so he and Trustee Morris can start their audit. Director Anderson says the petty cash information will also include education reimbursement. Chair Shewalter says he also wants to see all credit card statements. He says he talked to Mr. McArthur and we will need another meeting to go over the annual audit he conducts and it will have to be a separate meeting like this one. We will get that scheduled and get an agenda sent out.

Closed for Renovations

We will be closed from December 16th, until the renovations are complete in the Spring of 2025. You can check out digital e-books and audio books using the Libby app on digital devices. Kanopy, a new streaming service is available to watch for free. The Kanopy app can be downloaded to smart T.V.s, mobile devices and desktops. Learn a new language for free using the Rosette Stone database. All of these services require a library card. All fines for overdue items will be waived if they are checked out and due after our closing date. The drop box will be open on most days, but will be closed from time to time if work is being done in that room. We can’t wait to have a re-grand opening in the Spring!
